I have a look on the term and services, and I wonder what consider as inappropriate name, tagline, and interests that can cause user get banned?

Yes it should be okay . But it would be safer to not do that.

Does this mean it's fine to have a username like "fatty, uglyface, etc" that are not directly against people?

As long it not against users it can get it banned .

Do the NSFW words have to involved with targeting someone to get banned or it can be getting banned without any targets, such as having a username like "fatty, uglyface, etc"?

Hello, like no NSFW any words that is very inappropriate shouldn’t be named on your nickname or display name can get banned . Just normal nice name .
