Unfortunately only the proven legal owner of an image / picture / painting/ texture, brand name or owned logo can report copyright theft.
One of the reason why so many developers can get away with copyright theft is because the legal owner is unaware of what happens on a site (IMVU) that they haven't heard of.
Examples:
Famous paintings placed into a picture frame made with a created texture.
Outfit products with brand names or owned logos like :Adidas, Nike, GUCCI, etc.
Textures copied by using high resolution photos of products
i know someone who is doing this their shop has someone else as the creator and the item has not been changed even using the same product picture
